The report mentioned a video but I couldn't find it. That would answer some questions here.

Hey Carewemust, there are some videos on YouTube of nut jobs setting themselves on fire attempting to throw a Molotov cocktail. This happens because lack of knowledge and the watching of too many movies. Lol

Ya don't stuff a rag in a gas filled bottle and light and throw because the force used in throwing the bottle, in a lot of cases, causes the gas to push out and dislodge the burning wick, setting the gas alight as it pours out on your head. Lol

So for education purposes or if your attacked by alien, ya fill the bottle with gas, SEAL the bottle, tie a gas soaked rag around the bottle, light the rag, then throw with confidence knowing it will not ignite till bottle hits its target.

Just incase you wondered why people so stupid. Lol
