How is this even allowed in the first place?

It isn't. Trump, as usual, has no idea what he's talking about.

It’s unclear what the president meant by water “diverted” into the Pacific. California allocates water among residents, agricultural and industrial use, and for wetlands and wildlife, including water mandated to protect endangered species. But state waters eventually drain into the ocean. As one tweeter responded: “Water running into the Pacific Ocean is called a river.” And firefighters haven’t complained of a lack of water for battling the blazes.

Water is not used to fight wildfires.

Im less interested in fighting wildfires and more interested in not being in a never ending drought.

Also, they dont use water to fight wildfires? What do they use?

Diverting fresh water from public use in a state severely affected by drought is a criminal offense, IMO.

What I find odd is that someone posted this article pages ago: California Dumps A Trillion Gallon Of Fresh Water In Ocean – Declares Water Shortage
And then someone replied and even quoted this (Bolding is mine):

The water is being allowed to just run off the mountains, through the river system, through the delta, and out into the ocean. The water is being reserved for the little Delta Smelt, a three inch bait fish, that is not endangered

The bolded part describes the natural cycle. How is that dumping, as the article calls it, or diverting as Trump's tweet posted here calls it. Wouldn't it in fact be the free flow that Trump is taking about in this tweet?

Governor Jerry Brown must allow the Free Flow of the vast amounts of water coming from the North and foolishly being diverted into the Pacific Ocean. Can be used for fires, farming and everything else. Think of California with plenty of Water - Nice! Fast Federal govt. approvals.

How is this even allowed in the first place? You're right, its absolutely maddening! I'd be highly pissed if I lived in CA!

Delta Smelt is the given excuse to suffocate. It appears DJT has given the word that this is over as far as the Feds are concerned. My guess, the EPA has been given the stand down on this and why is mentioned. It'd be HUGE.

"California has a new endangered species on its hands in the San Joaquin Valley—farmers. Thanks to environmental regulations designed to protect the likes of the three-inch long delta smelt, one of America's premier agricultural regions is suffering in a drought made worse by federal regulations." From 2009 link

From 2018 "These fish are at the heart of California's water debate." Link

Understand that this has been the system of excuse to impose draconian measures over and over again. Astro turf "save the fish" campaigns. Crying over the death of the fish, demand people shower two minutes a day. Demand people conserve, the raise prices because the conserve too much. Then encourage folks to grow RICE, RICE is CA, RICE!!!!!!!

The larger picture is control, not protection. When the controllers state that animals and fish are more important then you, they are serious. This is not about managing things harmoniously, that's a separate issue. This is about making sure the population knows the are expendable and less important then fish.

All of Obama's people were desperate to keep Donald Trump from being elected. Andy McCabe testified that without the dossier, there would have been no fisa warrant renewal. The Dossier was included, even though it was mostly a work of fiction.

Yes. California has droughts and warming induced climate change may well exacerbate the problem.

What does the president think should be done about it?

Sure, there are reservoirs, and apparently a new one is in the works but it still isn't diverting or dumping.

I was just pointing out the spin, which Trump seems to buy into.

Hmm, that does change the perception of the information. Still, it would make sense to divert the fresh water for human purposes. The ultimate goal should be to ease the drought.

To feed Bait fish

Specifically, the fish is called the delta smelt. It is considered critically endangered, but populations are being raised in captivity.

Even more maddeningly, it is likely extinct in the wild. A survey in 2015 found only one (1) single wild fish, which has almost certainly died by now. So yeah, all that water being diverted to sustain their habitat is likely just being wasted.

"“In particular, Broderick points out that the QAnon conspiracy theory bears some striking similarities to the plot of a novel called “Q” that was written by a group of Italian leftists going under the name of “Luther Blissett” back in the late 1990s.

In fact, the similarities between the two are so strong that three of the authors of the book — Roberto Bui, Giovanni Cattabriga and Federico Guglielmi — tell Broderick that they would not be surprised if someone used their book as the inspiration for the QAnon conspiracy.

Coincidences are hard to ignore,” they tell him. “Dispatches signed ‘Q’ allegedly coming from some dark meanders of top state power, exactly like in our book.”"

For wildland firefighters, the tools of the trade are Pulaskis, rakes, shovels, and flamethrowers that burn clearings ahead of towering infernos. Instead of fire engines, they use bulldozers. Since these firefighters aren’t usually using pump trucks and fire hoses, they aren’t limited by water. When they need to snuff out an area, they often do it by air.

These methods help firefighters clear a perimeter of potential fuel to control the spread of flames. But as Westerling added on Twitter, the president’s suggestion of “tree clear” only goes so far.

I have to believe that receiving an additional 15,000,000,000,000 gallons of water over the past 10 years...would've been very beneficial to water-starved California citizens.

To deny them this because of a small fish seems ridiculous.
