I am saying that he got to be leader of Russia via violence, fraud, threats and twisting the electoral machinery of Russia until it squeaked. He has no use for democracy, other than to pay lip service to it. He is the classic old Russian strong man, the kind that his misruled that unhappy country since the Ivan the Great.
So, yes. He's the leader of Russia.
