It seems to indicate a new phase of the plan. This appears to be the advance stage. Followed by what can only be mate. 11/11/18 perhaps.

I dont know what exactly either but my guess is:

Storm wave= First hard part of the battle

Surfer: Riding that wave no problem

Calm water: Storm is over

Light through flag: Dawning of the light

Eagle on flag: Pain beginning

Whether JFK JR is alive or dead, I mean … that can be debated, but Q is not JFK JR, alive or dead.
