The legal age of consent is 18 in the states. If one person is over 18 and one person is not, and there is a four year difference in age, it is statitory rape. Regardless of consent.

I think this is a great example. Prepubescent is always s crime and should be dealt with as such.
But in your case I suggest this is how we handle it. If the 2 parties are caught and the 13+ year old claims consent the adult should be placed in jail until the child reaches the legal age of consent. In your case 16. At 16 you should return to court. If you still claim the sexual activity was consensual and you were not harmed the person should be ser free with only a misdemeanor.
If you say you were coersed and harmed it should be a felony and treated accordingly. We shouldn't be treating what is taboo the same as we treat criminals.
