MADRID Spain became the first nation to approve the European constitution in a referendum but the emphatic endorsement suggested by the overwhelming
margin of victory was diluted by indications of a moderate voter turnout.
Spanish voters endorsed the European Union constitution in a referendum but turnout was only 42%. A total of 76.5% of voters backed the constitution,
while 17.4% voted against it, the Interior Ministry said after 97% of the votes were counted.
