To be fair, why should Scotland foot the bill?

Has the Scottish Assembly invited him?

If not, it's either a collective bill or Trump should pay for it himself.

If it has been deemed that the British taxpayer should pay the bill then this bill should be paid by the UK and not Scotland alone. (If it's a private visit then I think its pretty straight forward that he should pay for it himself, if it's an official visit we foot the bill, pretty straight forward to me!)
