Me too. You're the one who brought up the Title I thing. It would seem that Trump did not want to impose sanctions on Russia, until there was too much pressure to not do so. Sort of like the family separation thing, but that's getting ugly.

Ah, so he delegated! I guess that's a bad thing... he should go over there and stand in the Customs office to handle sanctions personally.

I was saying that Trump resisted imposing sanction on Russia for six or seven months and did not do so until pressure from Congress for him to enforce the law he signed became too much for him to do so any longer.
