if a ruling goes against the constitution it is up to the people exercising power to recognize that.

Incorrect. Ruling the president has the authority is not the same as ruling on the constitutionality of the order itself. That appears to be why Roberts said this: "We express no view on the soundness of the policy".

They have clearly separated authority from the "soundness of the policy".

As I read it, Introvert ... yeah, SCOTUS ruled that this action is within the scope of the President's authority under Article II.
