This is a social pushback against those who help Trump. People who work in the WH can no longer get dates in the DC area, they are being kicked out of businesses, and most of them are having to leave their WH experience off of their resume when job searching, because including it is making them unhireable.
And that's a good thing. It means some people in America still see what's going on and refuse to help those who promote fascism, concentration camps, and corruption.

People are moving primarily because there's too many good jobs in too confined a space, and that's resulting in huge cost of living increases in what was already an expensive area. You can see the same thing going on with Austin, Texas which has experienced a boom as well as Seattle. Texas is taking in so many people with California's values these days that the state is going to be blue within the next few years.
The people leaving California are for the most part not the skilled labor force, it's the unskilled who makes 20-30k per year and can't afford to live in the state any longer

So according to your Guardian article, cities give homeless people bus tickets. In this case San Francisco gave homeless people bus tickets.
Far cry from "states bus all of their homeless to California"
