WASHINGTON — The Obama White House’s chief cyber official testified Wednesday that proposals he was developing to counter Russia’s attack on the U.S. presidential election were put on a “back burner” after he was ordered to “stand down” his efforts in the summer of 2016.

The comments by Michael Daniel, who served as White House “cyber security coordinator” between 2012 and January of last year, provided his first public confirmation of a much-discussed passage in the book, “Russian Roulette: The Inside Story of Putin’s War on America and the Election of Donald Trump,” co-written by this reporter and David Corn, that detailed his thwarted efforts to respond to the Russian attack.

They came during a Senate Intelligence Committee hearing into how the Obama administration dealt with Russian cyber and information warfare attacks in 2016, an issue that has become one of the more politically sensitive subjects in the panel’s ongoing investigation into Russia’s interference in the U.S. election and any links to the Trump campaign.

The view that the Obama administration failed to adequately piece together intelligence about the Russian campaign and develop a forceful response has clearly gained traction with the intelligence committee. Sen. Mark Warner, D-Va., the ranking Democrat on the panel, said in an opening statement that “we were caught flat-footed at the outset and our collective response was inadequate to meet Russia’s escalation

IMO, and irrespective of the liberal-bias mental gymnastics displayed in the YAHOO article I've linked, it's evident that Obama issued the stand down for 1 of 2 reasons...

1. To amplify the Russia-collusion narrative for political purposes to assist Hillary in (not) #winning.
2. To collude with Russia.

So - Trump needs to stop whining because you can't rig elections, Obama orders a stand-down of Russian cyber threats, then on Nov 9th, after Hillarys epic fail, Russia and Trump colluded and that's why Trump won.

Is this why Obama had to tell Putin to, "cut it out?"

“What I was concerned about in particular was making sure [the DNC hack] wasn't compounded by potential hacking that could hamper vote counting, affect the actual election process itself,” the president said at his end-of-year press conference. “So in early September when I saw president Putin in China, I felt that the most effective way to ensure that that didn't happen was to talk to him directly and tell him to cut it out and there were going to be serious consequences if he didn't. And in fact we did not see further tampering of the election process.”

So you ease up on hacking, then there's the CIA with toolkit to be able to hack and make it look like rivals did it, then you have a intelligence operation of a dirty "dossier" running in tandem, throw in some FBI etc "not spying"....

And in case all this stuff gets out everones heads will be spinning so fast they'll forget all about how the NSA monitor / records / analyzes with AI essentially every possible stream of communications (and POTUS henchmen can have all that stuff forwarded to them if so desired).
