The issue is Trump treating asylum seekers as criminals. This is new. Obama did not treat them as such, so the separation issue was not in play back then.

lock up the smugglers and such

This is the solution. The problem didn't exist until Trump administration started locking up asylum seekers.

Asylum seekers have to be vetted, that's been the case for decades. They have the burden of proving they qualify for refugee status, which includes persecution in their home country.
