Part 1 was ONLY about the Clinton emails. I suspect part 2 will all be about the political spying on a presidential candidate before and after the election.
If you read all of it then it becomes OBVIOUS this part of the OIG is conspicuously missing...atm...
I can only imagine part 3 and its contents and focus. Maybe a conjoined synopsis on multiple investigations linking all parties involved? Just guessing.

The email investigation, or the lack thereof, precluded all other investigations. You have to read Horowitz findings based on that portion only.
At that point in the chronology of the events and the DIFFERENT investigations within the FBI this just makes sense.
Next will be the political spying. No way the same conclusions can be made.

Because this is only about one investigation, the Clinton emails LEADING UP to the election.
Not only was there multiple FBI investigations. There are multiple grand jury investigations ongoing that are related. This is just beginning to unwrap.

I doubt Mueller will be issuing anything. There is a very good chance Rosenstein is canned this week (according to Democrat Sheealquanda Jackson), and whoever takes his place will reign Mueller in/pull the plug.

Time to end this charade that was started on lies, rumor, bitterness, hate for America & its Citizens and Comey's double-speak/lies/conspiracy.

Just look at Strozok/Page text messages to see how illegitimate Mueller's investigation is. Did you watch the congressional hearing yesterday? Fruit of the poisonous tree.
