Can you tell me which specific laws stipulate that children be removed from their parents over a misdemeanor offense, to then be "housed" en masse, in cages, denied the slightest form of comfort during a traumatic period in their lives, with improper levels of care from child psychologists, and in very lightly staffed locations where their welfare cannot be maintained effectively?
