The 2008 law, which passed both chambers of Congress by unanimous consent and was signed into law by President George W. Bush, dictates exactly how children caught crossing the border without their parents must be treated.

The bolded part is the lie. Democrats keep claiming there was no law and their is. They claim its a policy Trump can change when the law in question says how illegal minors are to be handled.
In 2008 Democrats controlled both houses of Congress. The law was passed by UNANIMOUS consent.
