The OIG disagrees with you on bias -

FBI showed 'willingness to take official action' to hurt Trump.

This is one of the reason Grassley told the IG to hand over his draft report so they can see the original verse the final version. For the IG to call out "FBI showed 'willingness to take official action' to hurt Trump." only to conclude with no bias leads some to believe something major changed the report.

That part of the report contradicts itself.
