I'm curious what the OP means by 'receiving this slowly' and 'is garbled'?

All too often the need to feel 'special' and 'singled-out' to receive information eclipses one's better judgement and a person can become self-deluded.

Please watch Kurzgesagt's video on 'How Far Can We Go' and understand the limits of communication, which is kept within the local group (gravitationally bound stars). You will then realize that there is not unlimited access to the OU (Observable Universe). If you consider that there may be 1 technological civilization per 10 galaxies at any 'time' in the history our Universe, and that Evolution does not seem to select for 'Intelligence', you will realize that we have not been visited, or contacted or modified by any non-terrestrial agency.

The Universe is nothing if not the best possible quarantine machine one could ever conceive. We have not only distance, radiation, near vacuum, extreme cold, time synch (existence during the same epoch) and the expansion of space-time, we also have the need for a civilization to be able to leave their home planet and after creating a duplicate world, try to become space-faring.

It just has not had time to happen yet, nor is it likely to.

I have thought about this before , are we really just an a rather large , near infinite prison , with only ourselves for company and Animals to stop us from going insane !

Humanity is aggressive and so we have as you say been quarantined in a universe prison!

What you really need is a traveling caravan society. A group of people who live on a self sufficient space vessel, and
travel at near-light (but still less than light) speed between points in the galaxy, perhaps in some set pattern or interval.

Due to time dilation, they would only experience a few years between destinations, while the rest of the universe experiences thousands of years.

But they have to give up the whole idea of being based on a planet, because they would be leaving for thousands of years at a time.

That solves 3 problems:

1) - It expands the epoch of their existence substantially. (Since they only experience a few years passing while thousands pass here.)

2) - It solves the distance problem mostly, or perhaps entirely. Especially if they are able to cryogenically hybernate on the long trips or something.

3) - It is something a group of humans could do with current, or near current technology. So there is no doubt of its feasibility.

If they Maya believed in cyclical world destruction events, the cycle could be the interval between visits by this caravan.

Perhaps they regress human progress because their own progress is slowed/stunted by the way they experience time, and they don't want us getting ahead of them?
