Martial law in Chicago wouldn't work unless an authority higher than the city police are in charge. The police know who the gang-bangers are right now, but won't touch them. For instance, the Chicago Tribune says that after 9 shootings the last 24 hours, no one is in custody.

Execute anyone caught w an unregistered gun or unlawfully possessing a gun. Problem solved.
