I'm not 100% certain about this, but from the description of the land, it sounds to me that this is the general area of Project Faultless. As background, Project Faultless was an attempt to move high yield nuclear tests to Central Nevada so that the gamblers in Las Vegas wouldn't be disturbed. It was a total failure due to the geology of the land. The Base Camp facility associated with the Nellis range was the staging area for Project Faultless.

It is a long document. It doesn't read as if visiting the area will be restricted, but more like you can't dig here. Why after decades this is now a matter of concern is a good guestion. Perhaps there was a mining claim filed nearby. The general area is known to have oil deposits.
