Aside from jokes, since 2013 the Italy, France, Geremany and The Netherlands have been providing significant amount of chemical weapons and tools to manufacture them, to Syrian rebels and terrorists. The governments of Germany, the Netherlands, Italy and France have been basically building up various small chemical labs to manufacture Chlorine based gases for use by rebel forces.
Obama's "red line" was a carefully set up provocation strategy, in which the US, would try to intervene militarily if chemical weapons were used, and resulted into a nod to the EU, to deploy and strike with chemical in an attempt to drag the US into a quagmire. Plans for an attack and invasion were stopped dead by Putin's BIGGEST and BADDEST red button in September of 2013.

People who specifically orchestrated the plan for deployment and usage of chemical weapons by rebels and terrorists during the past few years were : Renzi PM of Italy, Rutte PM of the Netherlands, Chancellor Merkel, Mattarella president of Italy, French presidents Hollande and Macron, not to mention evert single royals house of northern Europe and Scandinavia with full support of the civilian and military leadership of the EU.
