Yes, in 1999 the independent counsel law expired, that law allowed the appointment of a special prosecutor with basically unlimited scope. Since then, the DoJ, has gone back to special counsels, which typically has a very specific mandate (see the appointment of patrick fitzgerald in the scooter libby case).

Make a list of crappy appointments who failed, have been let go, or are criminals.

That's not what I meant. But you're right. "Everybody knows" about the Russia probe. Including Trey Gowdy. Right? Everbody, except maybe the president.

Yes. I'm quite aware of Nunes' memo. Which gives me the opportunity to once again ask, why did he not subpeona the DNC regarding his "investigation" of Russian interference.

It would seem important. It would seem that he avoided a number of avenues of investigation. It would seem that his only concern was absolving the president of taking part in the meddling and in proving that Obama had tapped his phones.

It would seem that Nunes fits the definition of toady.

It would seem that Gowdy knows that, even though he did not explicitly state it.
