JT4 LLC., Las Vegas, Nevada, has been awarded a $38,612,014 cost-plus-award-fee contract for joint technical range services. This contract provides for operation, maintenance and sustainment of the western test and training ranges. Work will be performed at the 412th Test Wing, California; Utah Test and Training Range, Utah; Nevada Test and Training Range, Nevada; and the Naval Air Warfare Center Weapons Division, California, and is expected to be complete by April 15, 2033. This award is the result of a competitive acquisition and three offers were received. Fiscal 2018 research and development; operations and maintenance; procurement; and Navy working capital type funds in the amount of $20,651,069 are being obligated at the time of award. The Air Force Test Center, Hill Air Force Base, Utah, is the contracting activity (FA8240-18-C-7218). Awarded April 5, 2018


Googling JT4 I come up with 821 Grier Drive in Las Vegas, or basically the address of JT3.

The 412th Test Wing is at Edward's.

The J-Tech contract came up for bid again, as these things do. JT3 had to restructure because the rules have changed; something to do with not allowing weapon system manufacturers to be responsible for testing weapon systems due to the potential for a conflict of interest. Remember that JT3 LLC was originally a joint venture between EG&G (later URS and now AECOM) and Raytheon Technical Services. Raytheon is in the weapons business, so it had to go. I'm not sure what the current construct entails but the rules also required changing the name to something other than JT3, hence JT4. In the end there were three finalists placing bids on the contract. JT4 was the winner, and there were no protests from the competitors.

Now if you can only get the cyber-squatter to sell jt4 dot com. It currently does a redirect to an insurance company. Or is the plan to keep the jt3 dot com website?

So China Lake is half the budget?

I think the Sea Range is also included. from the Navy fact sheet:

"The Sea Range at Point Mugu, Calif., is DoD’s largest and most extensively instrumented over-water range that offers realistic, open-ocean and littoral operating environments. Located off the coast of Southern California just 60 miles northwest of Los Angeles, the Sea Range is uniquely situated with a highly instrumented coastline and off-shore islands; full-service military airfields; target and missile launch facilities; data collection and surveillance aircraft; and an experienced staff of technical personnel. The Sea Range consists of 36,000 square miles of controlled sea and airspace. Temporary expansion of the area is possible through coordination with local Navy facilities and the FAA. The range supports the test and evaluation of a wide variety of weapons, ships, aircraft and specialized systems for a broad spectrum of military, Homeland Defense, NASA, foreign ally, and private sector programs; from small-scale static tests to complex multi-participant, multi-target operations in dense electronic combat environments."
