Your right it all comes down to character in the end. The Russians have it and the Americans seem to have lost it. I suppose the average IQ of a country comes into play as well.

This was a setup between Putin and Trump to transfer US cruise missiles to Russia. Some unexploded ones were transferred to Russia intact for analysis and America got duped.

I believe the quote was..."Russia vows to shoot down any and all missiles fired at Syria,"

However for intents and purposes they did get what they wanted
