Doesn't matter who signed off on it. If Mueller said he is not a criminal suspect then there is no reason to take the files from his lawyer. The only way that can happen is if the client and the lawyer are doing 'criminal activity' together. He says he is not....

The only reason that is apparent to me is that Mueller has reached a dead end in his investigation. He is now trolling for Trump to fire him and cause the Democrats to move for impeachment. By going far afield with Trump's lawyer he is looking to irritate Trump enough to fire him and Rosenstein. This would be the constitutional crises that the Dems are praying for.

The Democrats are desperately looking to get this matter over before the investigation moves to the Uranium One and Debby Wassermann-Schultz matters.

The Inspector General's report is coming soon and many heads will roll at the FBI. It will cast light on the level of corruption over the pass 8 years in Washington. Both Democrats and Republicans in the House and Senate will be indicted... Please, note the number of swamp rats who will not be running for office in 2018. They either are guilty of something or don't have the stomach to see the swamp draining.

Fixing Congress will be no easy matter! A constitutional convention of states will be necessary. They will need to term limit all congressional members and require a balanced budget. This is because congress seems to unwilling or unable to do so.
