Very easy.

Everyone has laws that allow them to spy on foreign agents. No one bats an eye if we say we were spying on a Russian, say, and I'm sure no Russian bats an eye if they get told their government spied on one of ours.

Now let's say our governments (or intel agencies) broker a secret deal. They want to know about their own domestic enemies, so they arrange a gentleman's agreement to trade info they collect. Russia hands us relevant intel on our own in exchange for relevant intel we collect on theirs.

No one has to worry about silly little things like unmasking, and it's technically not illegal because such a big deal has been made about information sharing to prevent terrorism.

And how much have we heard about the dangers of homegrown and domestic terrorism?

So I presume that is what these Five Eyes partners have been doing.

meh, so was(is?) the GERMAN queen of england. Q of E who is related to, ah, well just every leader in the world including every president.... Obama, btw, is bloodline if you read is name properly, with Stanley being his true last name.
