Maybe because you don't bother with the details.

Stratospheric ozone concentrations at high latitudes are increasing.

At lower latitudes it seems to be more complicated. According to a single study, at higher altitudes concentrations are increasing but at lower altitudes they are decreasing. The net result is little to no change. Finding out why is a problem.
