No. Obviously not. Since it would automatically be considered "mentally ill" by design.

Life imitating art?

Last October (2017) a fight between giant robots. There were a few threads on the robots. All those games, anime and movies with mecha starting to be made real.

Now this news. Is this the beginnings of animal-human hybrids? Again all those games, anime and movies starting to be made real.

An anime started in January (2018) about corporations betting on blood sports between rival companies animal-human hybrids. How long before we start having real fights.

The otaku fetish dream come true, [animal]girls and [animal]boys everywhere.

Looks like they're going restore our descendant ancestors again, meeeeh...

Sick of gun threads, too, but it's likely the first object most people think of when human animal hybrids are mentioned.

Glad we're getting better at genetics for life span length and quality reasons. We need to.

But, I'm fairly sure some Dr Moreau crap has been done in some extra lawful places... likely far worse than just mixing and matching. The phrase "playing God" used to be funny to me, but we're dancing around some pretty effed up issues that I'm not sure all humans are ready to deal with, as in endowing any meat suit with sentience ... and maybe some tech suppression is a good thing in certain specific cases... maybe.
