I don't think there's a single answer to that.
Some have been beneficial to their constituents some maybe not.
Limits don't mean anything without voters putting the same people in over and over again and in some instances these incumbents run unopposed year after year.
I have voted for Bobby Scott over and over because he's the only one running.
We need to encourage new faces but it takes a hard constitution to enter politics. Which is why I fund raise and contribute but don't run. And I've had more than a couple of people asking me to. (City council not representative lol in case you thought I was looking at Washington.) I'm very involved in local politics.

God forbid we expect any of these idiots to actually get something done on their salary and benefits. How many decades have we relied on emergency last-minute CR's for budgets?

Both parties have a lot to answer for. With any luck we will replace legislators with algorithms and artificial intelligence. The organic stuff is barely sentient and represents a catastrophic drain on our resources as a people.
