Not how I'd phrase it, but in essense, you're exactly right.

Tools are inanimate objects that can not jump up and, in the case of your hammer, smack somebody in the head. There has to be somebody, someone, holding it in their hot little hand, and aiming it.

Unless they're haunted hammers...in which case a bell, a book, an old priest and a young one would be required.
