They would only be located near or around public areas were humans gather in mass or work.

Privately no bots observing you...

What is the solution to allow Americans to keep their guns and prevent mass shootings?

Smart locks that monitor a guns capacity and location as well as activities.
Example, gun range or designated hunting area the smart lock accepts the use of large capacity magazine and logs locations of the user within a live database.
If Smart lock activated with large capacity magazine loaded but in a civilian location or gathering area data sent of potential errors in play causing human observers to track and observe closer. So if smart locks go off near a school the weapon and magazine capacity data information is sent to first responders...
First responders then have somewhat make of gun where it's located and how many rounds are loaded & reloaded.

Or use bots in form of various animals and insects that work together on a drone system strategically placed around human mass gathering areas from schools to clubs.

The amount of insect injector bots and animal sensory tracking bots would differ per location.

One area may need 20 insects and 10 tracking bots.
Another area may require 1000 or more tracking bots and 5000 injector bots. Again depending on the area protected and the amount of human assessed that can be found interacting or gathered...

That ABRIDGES the second amendment right. NOTHING shall abridge it. No we dont need locks on a gun. Put a GPS locator on it. if it goes near a school you alert the cops but do not mess with the ability to use it. That woudnt abridge your rights and it allows heads ups to authorities.

And No injector bots. That abridges your rights as well to be secure in your person.

Nothing shall abridge- noted

Also good solution added with GPS on the actual guns as opposed to locks. That type of device can be retrofitted and added at simpler cost then smart locks.
Thanks for adding a solution yuppa

Aha! See! Told ya! Skynet is arguing for itself! I see right through minor misspellings to put us off the trail...
