No one has the authority to tell any already established private company where they can operate or force them to stay there . They can tell a company no you can't exist here by law like you can't have a factory in a neighborhood or an escort service or even a liquor store if they don't want those businesses in their city but if they are an established business no one can make them stay in a place.
That's why trump wants tarrifs. He wants to strong arm companies. He should start with himself and his daughter who out sources everything.

As a prior business owner I can assure you that you certainly were our priority.
Otherwise I wouldn't have paid for advertising to get you to my store.m

The company that bought my store still use some of my ad copy. They just changed the name of the operation. I get my own old ads in the mail sometimes.

The board of directors and other senior managers appointed by them.

The only persons who can bind a private corporation in contract is the CEO and the Chief Financial Officer. No one else can.
