The U.S. ambassador to Afghanistan, speaking in Kabul, has indicated that senior members of the Taliban are holding talks regarding amnesty. While he refused to elaborate on numbers, he indicated that a breakthrough may be imminent. It amnesty program is being used as a tool to end the insurgency that is in its third year. Just last month, Taliban officials said that they would not consider such talks.

Senior Taliban members have responded to an amnesty offer and are holding talks with the Afghan government, says the US ambassador in Kabul.

Speaking at a press conference in the capital on Monday, Zalmay Khalilzad would not give precise numbers or names of those taking part in negotiations.

But he said "quite a number" of Taliban members, some senior, were involved and that a breakthrough could be imminent.

You really have to wonder if the offer is real or it is simply a psych-ops designed to smoke the Taliban out of hiding. Its a no lose proposition at any rate. If they do not come in the announcement send the message that senior members are thinking about it even if they are not. If I am a low ranking Taliban I would not want to be left out to dry and would come in in a shot.
