Steele and FusionGPS shopped the dossier around to media outlets. Those media outlets then printed articles based on what was provided to them. Those news articles (Yahoo) were then used as a validation to whats in the dossier.
In essence they made the fraudulent dossier and then used the news stories to validate it.
All without telling the FBI?
