This is a major issue I have.
The cash people get for welfare...its none of our business what they do with it. Just like someone with a handicap plate that skips into the store...none of your business.
None of us get to dictate how the various benefits of our society our used. Sure, we can whine about it. I do, from time to time. But for the most part, its none of my business. And I certainly don't want to take the time to make it my business.
Either you give or you don't. But giving doesn't give you a right to dictate use after the fact. Unless, obviously, it was agreed upon to begin with.

No doubt some regulation is required, here in oz they are trialling cashless debit cards, I think it works out to be roughly 20% of the welfare payment can be used as cash the rest can only be used for food and rent, and from early reports it's already making a difference as people are no longer able to spend all their payment on alcohol and cigarettes.
The healthy eating part I agree with you there but am cynical as its difficult to implement and some people are absolutely clueless when it comes to healthy eating, also it can be far more expensive to eat healthier foods, I know i guy who ran a pizza hut and he told me there was a direct link between higher fuel costs and his pizza sales, sometimes cheap crap is all people can afford.
