There are currently three GOP senators opposed: Jeff Flake, R-Ariz., Rand Paul, R-Ky., and Lindsey Graham, R-S.C.

Maybe THEY are the ones doing the filibuster?

Democrats in the Senate served notice they would filibuster a four-week extension, the government-wide funding bill that cleared the House Thursday evening. They’re seeking an even shorter extension that they think will keep the pressure on the White House to cut a deal to protect “dreamer” immigrants — who were brought to the country as children and are now here illegally — before their legal protection runs out in March.

The Legislative Process: Senate Floor (Video) has a description of the process.

Basically, they determine to consider a bill (via unanimous consent or vote on motion to proceed), then amendments may then be proposed to the bill in an unregulated debate (this is where filibuster can appear - debating forever - yet practically they just invoke it rather than talk ad nauseum), then the debate ends (invoking cloture forces this - and it's the only way to force it - this is the 3/5ths vote requirement to get around a filibuster), and finally a vote occurs.

The thing is, if there aren't 51 votes, then there isn't any need to filibuster.

E: Let's lay out some scenarios:
1.A They want to consider the bill.
1.B Someone objects to unanimous consent
1.C They do a motion to proceed
1.D There aren't 51 votes
1.E Bill is not considered for debate

2.A They want to consider the bill.
2.B Nobody objects to unanimous consent
2.C Bill is considered for debate
2.D Someone filibusters the bill
2.E They check for votes to invoke cloture
2.F There aren't 60 votes
2.G Bill cannot proceed to a vote until debate ends

3.A They want to consider the bill.
3.B Nobody objects to unanimous consent
3.C Bill is considered for debate
3.D Someone filibusters the bill
3.E They check for votes to invoke cloture
3.F There are 60 votes
3.G Cloture is invoked and debate ends at some point
3.H Bill is voted on

NO-BRAINER!

I suppose the same people who voted against Tax Cuts for Americans in December, will vote against 8.9 million children having health insurance in January.
