Actually they can. The intel committee in the House can make a motion in their committee to release the memo. All that is required for approval is a simple majority vote. The Executive branch is then notified of the intent to release. The executive branch has something like 60-90 days to review the info and object to whatever they are not liking.
After that it gets released.
