By the time lincoln took office the south had already rebelled.
So he is remembered for “what he didn’t do”, but I can’t think of anyone else who is remembered for inaction. Rather than some action that went right or wrong.
The reason he is remembered for inaction is because of the monumental events of the civil war and abolition.
Inaction doesn’t make the history books without a disaster that you should have acted on..
