It's true. I've been trained on dealing with foreign customers, and this is one of the things they stress.

The important transport question is how that shipment of Yellow Cake got up to Canada, where one cask blew it's top, contaminating a Cannuck worker, inspecting it? This is what let the cat out of the bag, IMO.
