Yes you are wrong because you aren't being clear. Are you saying that since Californians were able to deduct 13.3% of their federal taxes that another state needs to pick up that 13.3%?

I have been meaning to get back to this. After doing some more research about this it turns out that I was wrong. The state and local tax deductions are for personal taxes and really have very little to do with the state. These taxes are between you and the IRS not your state gov.
I think I got it right this time. I am still a work in progress on this!

Only if they get that money to do with as they please, and if the wealthy get mad and leave, then they don't any.
