Just to be clear, if it is 500 million per program, that's not peanuts.
Just for reference, Cleveland PD has annual budget less than half that. That is a large metropolitan department, with homeland security responsibilities, couple thousand employees, air assets, SWAT, forensics labs etc.
IF TTSA deliver anything groundbreaking in 2019, I will change my profile pic to a "I Love Zondo" pic, I already have a feeling that I won't have to.
Neural Engineering System Design (NESD), “aims to develop an implantable neural interface able to provide advanced signal resolution and data-transfer bandwidth between the brain and electronics”
The latest line augmentation research at DARPA, the Next-Generation Nonsurgical Neurotechnology (N3) program, is focused on one key part of augmenting soldiers: making sure the effects can be reversed. Creating a seamless interface between human and machine invokes images of brain implants and cutting-edge prosthetics. The webpage of DARPA’s program notes that “the most effective, state-of-the-art neural interfaces require surgery to implant electrodes into the brain.” The N3 program, however, falls in line with the current trend in U.S. military research: Figuring out ways temporary, non-invasive ways to enhance soldiers.

People do forget TTSA is supposed to be sponsored by the secret military establishment TDL contacted and ran around playing James Bond for a month having secrets meetings.
So why isn’t that spoke about anymore by Delonge?
Where’s the beef?
And I don’t mean cattle mutilations
TDL: How does a non-physical entity create a physical object like a flying saucer? "Using nano-fabrication, atomic layer by atomic layer, with durable nano-texturing and quantum entanglement properties..
He mentions being interrogated for 2 days by someone who wanted to know how he knew all the things he put in his book. At the end of the 2 days, the interrogator told him to keep doing what he's doing, that it was a good thing.
Delonge says he has many questions for his advisors and keeps being led into different directions that are out of his comfort zone.
If you had the proper tools, you could pick up the electromagnetic frequencies that are "emanating" from a human being and get a different readout depending on whether the person is happy, angry, jealous, etc
I would also suggest that he has been messed with as well, how I don't know, but his story about being out in the desert and hearing voices outside the tent and he had a "timeslip" of 2-3hrs - all very indicative that something isn't quite right with ol' Tom or that he was messed with somehow.
