Can a SpaceX rocket hit North Korea

It's interesting when we live in a time when a for-profit corporation can build a rocket capable of being used as an intercontinental weapon. The officers are legally bound to provide the best return to the shareholders. Why not sell rocket technology to some foreign government?

We live in interesting times.

They would find themselves quickly not able to do business with the western world along with a string of charges being brought up on them with lengthy prison sentences when giving technology to what is arguably an enemy nation
