There's no reference that is applicable.
From what I see there's a Peter Paul Carr at NYU. Chair of their finance and risk engineering department .

Or there's another educator who bears that name but he died in 1815. But he was associated with Thomas Jefferson and Sally Hemmings so these a government connection.

Although there is evidence of potential violations of the statutes regarding the handling of classified information, our judgment is that no reasonable prosecutor would bring such a case.

And Mueller is appointed by the government and he asked for and was given these emails by the government. It's really silly to think that Mueller would jeopardize his investigation by circumventing protocol or rule of law.
The email was not illegally obtained.

did the state dept turn over their emails?

back to that reading thing again

it is not ok for ANY govt official to delete emails

that said a govt privacy agreement does not supercede the 4th or a/c privelage
