Russia indeed has many fine engineers, but they are the ones who work in the theoretical and design phase. They do have some great capabilities with certain components. But production engineering, that produces consistent quality and very high tolerances (critical for stealth aircraft) as well as efficient production is something they are very much lacking in. They are far behind the West in that regard and struggle to make advances.

It is the world's biggest combat aircraft. Not too shabby. It is surprising they are building new ones.
