No, they don't. All they're required to do is show the FCC they're performing some sort of public service at some point during their broadcast. Airing a press conference or speech from the President usually takes care of that.

I would suspect the main reason many of the networks carried the speech is because it's mid-day, and they weren't going to lose a ton of ad revenue to carry it.
