I can't see the key being , to follow the rule of law .

I see it as the keystone of a pyramid, the higher you are the more you can see .

The more you see , the more you can plan , the more you can control .

The keystone is the top piece of a stone arch. If it is removed, the arch will collapse.

The top of a pyramid is referred to as a 'capstone'.

That's ok.
I'm thinking cap-stone in the interpretation above.

To me the word keystone means integrity in the context used in Q questions.

To combine our interpretations?
We are being given info by those in the know so that we can determine the good actors from the bad actors while realizing
what is going on behind the scenes.
The good actors exhibiting integrity the bad actors, not so much.

Heck- I don't know. It's pretty hard to follow!
