"The Bush administration has lodged a formal protest with Russia for agreeing to provide the government of Venezuelan President Hugo Chavez more than 100,000 AK-47 rifles that U.S. officials believe could be used to aid left-wing uprisings in Latin America.

It's all business. Russia has evidently made the transition from socialism to capitalism with ease. These sorts of arms deals are comparible to quite a few similar sales of American weapons.

Tkae Israel for example, they recived $18 billion in military aid from the US between 1990 and 2000, according to this article:

And apparently some of it ended up in other countries, namely Iraq and China...

Venezuela just cut an oil deal with china at the expense of Exxon Mobil so they are wise to start preparing for war.

The US Government will be taking a keener interest with Venezuela.

The situation in Venezuela is becoming ripe for another CIA sponsored mission there IMHO. Chavez is leaning more towards a dictator and with all the cuban intelligence officers that have allegedly infiltrated the police and military, along with the crushing of dissidents and the closer ties with Russia and China etc. this will just mean that his hold on power will become greater.
