It was honest question, now I'm wondering. Do you think they we're scared to take the millions to keep quiet too ??

Are you trying to blame the victims or is this an honest question? If it's an honest question then probably because they were afraid to. Maybe they were afraid for their lives if they spoke out.
If I told you what I thought his punishment and people like him should be, I would probably be told of by a sensitive moderator, and rightly so. This man and is ilk need rooting out, and hung to dry. As for the victims, they should apologise for saying nothing while more were abused, and some who probably never made his films, unknowns.

Are you saying Weinstein didn't do anything wrong because these women didn't speak up earlier?
The spiral of silence theory is a political science and mass communication theory proposed by the German political scientist Elisabeth Noelle-Neumann,
which stipulates that individuals have a fear of isolation,
which results from the idea that a social group or the society in general might isolate, neglect, or exclude members due to the members' opinions.
This fear of isolation consequently leads to remaining silent instead of voicing opinions.
Media is an important factor that relates to both the dominant idea and people's perception of the dominant idea. The assessment of one's social environment may not always correlate with reality.[1]
When she visited Obersalzberg, she by chance had an encounter with Adolf Hitler, which she later called "one of the most intensive and strangest experiences in her life". In 1940 she briefly worked for the Nazi newspaper Das Reich. On 8 June 1941 Das Reich published Noelle-Neumann's article entitled "Who Informs America?" in which she propagated the idea that a Jewish syndicate ran the American media. She wrote, "Jews write in the paper, own them, have virtually monopolized the advertising agencies and can therefore open and shut the gates of advertising income as they wish." Notice the majority of people on that list are at least in their 40s if not older. There is certainly some cultural shift between the actions happening and today's culture.
This post is not excusing nor advocating for the actions committed by Weinstein. But pointing out changes in culture over the last 20 years, and the lack of anything coming to light before.
Perhaps it was a prior failing in our culture?
