Silvery gray structure on Tomorrow Island, what could it be?

Helicopters and boats are used to get materials to the islands. One island is Russian, the other belongs to the US. They don't share their resources or visit each other in this part of the world.

It will be very hard to find out what this building is, unless we find a close-up photo of it (like with the plane).
If it's a classified structure that may be even harder.
