Then there's the Environmental Modification Convention (called "ENMOD"). It was an international agreement specifically designed to prohibit military environmental modification techniques, and it went into effect in 1978. A PDF with the text can be found in this link (HERE) in the "Note" section.

Great but like I said cloud seeding does not equal controlling a hurricane so along those lines..

Let me answer that for you since the answer is none.

Of course weather mod does seem more logical than a hurricane prone location that has previously been hit by hurricanes getting hit by a hurricane during hurricane season.

They actually outsourced the management of the hurricane to India. They got what they paid for. At least the hurricane was in the right hemisphere! That's better than typical.
