Yeah, sure it does, but is convenient to have a downsized or capped civil version IF the Skunk gets "caught" in the open

Partly. Mostly it was not having a clear set of parameters when they started, so every time you turn around top speed and altitude change, until eventually one side of the team just can't keep up. Both of them changed their top speed and cruising altitude something like 3 times before they even started building a prototype, but kept the first flight and service entry dates the same until they had to change them.

DARPA also gave a contract to Aerojet Rocketdyne for the same sort of propulsion system as they did for Northrop's Orbital ATK.
